It should reduce the block reward from 3 to 2 Eth, I am curious what the miners have to say. Ethereum is still not moving to proof of stake in spite of the previous plans. The dev team seems to be introducing something like lightning for off-chain transactions. I wonder, isn't that premature? Even Bitcoin's LN is still in test phase. The other changes are related to the software that runs on the blockchain, like ERC 20, changes in costs for gas, and similar.

Due to the found error of Hard Fork Constantinople, the dates were postponed to the end of February. 02/25/19 a new date is appointed and they assure that everything is going as planned. If they would find another critical bug, they will postpone it once again.
