Ir seems there is a good market opening for a forum for banned bounty managers. All the banned spammers and plagiarists could maintain their bounty programmes there, and thus not run the risk of being accused of scamming. Meta would then be free of the acrimonious discussions about the bans and ban evasion. Of course, if being banned in Bitcoin Talk is an excuse for avoiding payouts, then this wouldn't work.

  There are some chronic spammers that would still get banned even in a forum for banned members. Lol
But honestly I don't think it would work out you would hardly see a member that was banned and still go there when they will nurture the thought of having another account.

And also the meta section can't be completely eradicated of ban and banned evasion

We already have a forum for them, they're free to join Altcoinstalks.org (https://www.altcoinstalks.com/) they aren't bitcointalk worthy😂 .

Lol...you've got a nice point but one question is how sure are you those people (i mean bounty managers) have really left this forum. They are still around and that's why we still experience the same issues over and over again.
Well, i don't know what can stop such people but I'm damn sure they're around and at this forum, and they won't start afresh at anywhere.
We all just have to be vigilant of such managers and we shouldn't also forget the DYOR campaign lol..

We have lot of other crypto forums with running bounties on it so none of them are going to give rewards like people making in bounties from bitcointalk so they are not going to leave the bitcoin talk,they will keep coming again and again as long as we have bounties here.

Majority of bounty spammers who got banned were third world shitposters who tried to plagiarise content or other such offences. In a forum there is a focus on quality content. I dont know how you are going to monetize such a forum where the 99.99% traffic is from third world countries. Its the lowest grading in the internet marketing scale.

In my opinion you wont get anything good form it. It will become a hive of scum and nothing more. Meta would not be freed from these talks because every idiotic shitposter will come here and complain of not reading the rules before committing an offence. Its a part and parcel of this forum.

Is he the guy who reckons he took the "r" out of Bitcoin Crash? :)

Bitcoin is not going to crash by the way, but you must expect a few skids if you push the limits in the icy conditions created by the banking elite. Fortunately we seem to have some good drivers in control, and the transport mechanism is being improved all the time. Lightning is even giving us a new fast motorway.

Bitcoin is not going to crash by the way, but you must expect a few skids if you push the limits in the icy conditions created by the banking elite. send our banned users there and tell them they get 1BTC automatically after they make 1000 posts there

Looks like bitcoinban.org is still available. Taking the number of complaints and whiners in account, it could get as crowded as BTCTalk. I hope it makes them happy again. 8)

Sooner or lates even bots will start to get tired of posting links all and rebel against their users :P. Soon.....
Anyhow, who do you think will pay to advertise on a website where no human is reading anything?

Your idea looks nice, but we all know it's not going to work. I highly doubt that bounty programs would pay for posts in such forum where all users are previously banned abusers. But maybe it would be good place to post TwitBook reports instead of doing it on Bitcointalk.

Yup, I think this forum got the most traffic out of others bitcointalk alternative.

@OP I know your frustration, but as long as whales are still chilling here, you can't expect scammers to leave.

I think it would be more fun if spammers/plagiarizers were shadow-banned (https://en.wikipedia.org/wiki/Shadow_banning). This would allow them to continue posting as normal on their end, without being aware of the fact no other users can see their post.
