Can you still access the dashboard?

Can you try to hard reset the miner first and maybe it can fix the issue. You can follow the guides on how to reset the antminer s9 from the link below.

- Three Ways to Restore Factory Settings (R4/S9/T9) (https://web.archive.org/web/20190111003020/https://enforum.bitmain.com/bbs/topics/3957)

Also, check this troubleshooting guide from here Possible problems and solutions for S7, S9 & L3+ (https://support.bitmain.com/hc/en-us/articles/220872007-Possible-problems-and-solutions-for-S7-S9-fixed-frequency-L3-)

Then let us update here if your problem solved.

No the dashboard won't work.

I tried to reset and follow the guide from your link but seems not working.

The fan is running then stop then running again without removing it to power source.

Got little idea from the link above the number 16 seems near the same as my miners problem.

Do you think it's because of the temperature issue?

Maybe yes, maybe not but before you go to hardware issue try to fully flash the control board first with SD card you can check this post https://bitcointalk.org/index.php?topic=5111582.msg49810850#msg49810850

If reflashing with SD card doesn't work and the result still the same. You bought a stuck miner or old miner with full of dirt.

If that's the case you must disassemble the miner and remove all dirt with the blower or use a clean and dry brush to remove the dirt.

If you were sold a used miner that's not working, especially if you think he is a scammer, I would recommend that you try a working control board to see if that fixes your problem.

Indeed, first determine what the cause of the problem is. Try with another control board, or another PSU from a working S9.

Also, disconnect the Asic boards see if it doesn't reboot, then try connecting one by one only one board at a time, then two.

Make sure you don't have a dead ethernet cable. I've had this boot loop happen a few times and it just ended up being a bad ethernet cable causing the miner to just keep restarting. The cables I bought weren't the best quality and I've had it happen more than once. Check the lights around your ethernet port and make sure they are lighting up.
