Title: best way to use eletrum with an ATM

never done this folks, so excuse my ignorance.

what is the best  way to use electrum to buy BTC at an ATM. when I click on the barcode image in electrum receive tab it puts it in a window. am I supposed to take a snapshot and put that on my phone, so then it can be scanned by the ATM?? ???

If you are buying them to a wallet which is on your PC, that's something you could do. You just need your wallet address QR code so that the ATM can scan it.

Take a screenshot, or save it and send it to your phone, or search for your address in a block explorer in your phone (so you can get the QR code), etc...

Install electrum on your android phone. You can create a watch only wallet using your PC wallet's xpub. A watch only wallet lets you see transactions, addresses and balance but not spend your coins. It's like a readonly view of your PC's wallet.

To create the watch-only wallet on your phone start with step 3 under "deterministic watch only wallet" in this guide (https://bitcoinelectrum.com/creating-a-watch-only-wallet/). The screenshots are for the PC version but the steps are the same on android. In step 5 entering mpk you can simply use the camera on your phone to take a pic of the PC wallet's MPK QR code which you can find via wallet menu > information.

If you're using a 2fa wallet on your PC (addresses start with 3) then the steps are a little different. In that case try this guide (https://bitcoinelectrum.com/creating-a-watch-only-version-of-your-2fa-wallet/) here to create a watch only version on your mobile. Once again the screenshots vary but the basic idea is the same.

I think it's much better if you have electrum wallet in your smartphone if you have backup seed from your PC electrum then you can recover it in your electrum mobile.
If you recover it you can just go to your bitcoin address and you will also see the QRcode of the address you like.
