Not meta, move it to scam acc. or rep.

I checked the threads and each thread appears to be selling different products. So this is allowed. They are also allowed to bump each thread once every 24 hours, which they appear to be in compliance.

It's not a scam accusation though. It's spam reporting. Even though topics are different it's 4 or 5 post all in the first page at the same time. What if 1 person creates 50 different topics all in the same page 1? Would that not be considered spam since that 1 person will take up the whole entire first page?

Bitcointalk Forum rules allow multiple thread creation for selling different products on each thread in the same board.

So, both the users are not breaking any forum rules rather they are already red-tagged for selling from locked thread and autoby links.

Its just not allowed in currency exchange board.

16. Do not have more than one active sales topic in the Currency exchange board. [3]

I think you are missing the point of @bones261, and I am agree with him/her. Although post is almost same but they selling different product and they had not copy paste same post. So it would not consider spam in my opinions also although look like spammer or scammer. So I think so reputation is appropriate also. And seems both account got tagged (visible by default to me).  If they bump their thread before 24 hours then report to moderators. No need to make new thread for it.

Also, the rule is different if you create two topics for different accounts.
Make sure that the two accounts are linked and therefore mods can ban them.
Also, I think it's a good idea to archive that topic in which I think they will "Bump" it in less than 24 hours.

If you can provide evidences that the threads are created by multiple accounts owned by one person, then it's a spam case and you can report it here.
For the case you mentioned, I think you don't have solid proofs that they belong to the same user (more valid connections), although it's allowed by forum rules to have alts.
Your spam-report seems to be only based on doubts.
You can share those doubts in other boards (rep or acc), not here.
Use the "move" button in the left bottom of this thread for board-change.
