For an amount so low it doesn't seem like it was done by the owner. Afraid most cas coins will see this type of abuse over time. To me, due to the open blockchain which shows every single transaction, including the first funding, additional fundings do not devalue the coin at all - it's just a reflection of things happening on the Bitcoin blockchain. On the one hand, I can see why a perfect balance is desirable. On the other hand, dusting attacks seem to be increasingly more common. With many of the public addresses available, some troll could easily screw with the balances and add a few sats.
