Anyway, paypal is a reversible payment method. Try contacting Paypal customer support. I hope they will take care of it and you will get your money back. I am going to tag the user so that he can not scam anymore user. Sorry for your lose. I never used PayPal, but as far as I know its reversible. So you can dispute it if there is any way. However I have tagged him, perhaps he will reply here. But I don't believe he will reply, because there are lot of account seller/scammer, so easily he might buy another account and agin scam another people's or who know himself is account farmer.
