Please need help How can I recover a blocked account? Please help me

I assume you mean a bitcointalk account. What do you mean with blocked? Is it banned or have you lost access to it because you forgot your password or it got hacked?
First thing you should do is explain clearly what happened and move this thread to the Meta board.
Click on move thread at the bottom of the page.
If your previous account was involved in copy/pasting and is banned because of that, the chances of getting it back are minimal. But you can always try. 

Was there an instance where a banned account (because of plagiarism) ever recovered? I have not seen one so far. 

If you were banned, is highly unlikely that you will get your account back. In that case, you can't keep using the forum with a new account (that would be ban evasion).

A few. For a few years, there was just one very specific isolated case. But recently, theymos started giving temp bans (with long or permanent signature bans) to some users that committed plagiarism but contributed positively to the forum and had a net worth value.

What blocked mean of your account ?
If you get message like a your account is locked. You can send email in error message in your account.

TryNinja gave a topic that might help you, but I suggest you to give the name or link to the profile of your locked account, so someone might help you with more details, such as potential reasons of the account lock. You should make should that your account got locked or got banned.
Furthermore, for any cases, when you logged in your account, you will see message that shows potential reasons, that you also should post it here.

Oh boy! This sounds someone made a naughty stuff again ::), and most probably the reason behind this is violating one of the rules of this forum, am I right? If so then sorry to say but there is a very little chance for you to recover your account. Many users attempted and explained their side but the evidence presented against them is very strong enough making them to surrender. But if you know that you're on the right side then why be scared, defend your credibility :).

Please provide the link of the profile of that account. We'll take a look for possible reasons why you were locked.

OP states that it was being lock up so meaning that OP could not access anymore with the account. This possibly to be seem like a hack account.

If so, admin can recover it by cooperating with them providing the details needed to recover the hack account. You can check above OP posted in the sticky threads of steps on how account will be recover.

But, chances are also that your account was being banned. So if it is found out that you OP were being banned then no need to for you to ask and complain to get back your account. Probably OP has banned due to plagiarism. This is the common reason to most users getting ban here.

Please specify more informations, what account? This forum? If yes i doubt it, if someone get banned he commited serious offence.
But this is guessing, you must specify more data to we are able to help.

Your previous account got banned for ban evasion. That means that an account before that one got banned probably because of plagiarism or spamming.
You as a person is banned and all accounts associated with you are banned from the forum.
What is the reason your first account got banned? Did you plagiarise posts?

You can make an appeal, but at first you need to name your other accounts that were banned.

If you are not honest about the problem you are facing, I think people here are confused about your problem.

So don't know your problem is blocked by what reason.

Interestingly , once the OP got hint of the rules, the statement shifted from "my account" to "my brother's account".
OP you need to contest ban on the very first banned account and here nobody will entertain the "my brother, my sister, my husband, my wife or my father etc." like defences.

I have a Nizar Ayyash account only but the account of marufujjaman is not my property but for someone else I need help to recover Nizar Ayyash's account

Without having proper information its not possible to give you best solution. I don't know why you post this kind of topic where its compulsory to share details information to find out the exact solution. After that you have already got so many valuable replies above on your thread and I hope those will help you to find your answer. If your account got banned then its might have a proper reason for banning but if its locked or hacked then you have possible ways to get it back.

I just had a quick look at modlog, and found 2 topics that were removed, in connection with the user  Nezar Ayach


Also, the  Nezar Ayach profile had only 12 posts / activities, but has already received 2 merits so far for 2 posts (which has already been deleted too, like the topics above)

I can really understand that the user wants that account back, because he/she had already 2 merits, which is really precious thing these days...

I think Parmanent Banned account recover chance very low ...its not easy 

There are chances to come back, sure, but it is hard and the owner of the banned account has to prove that over the account history in the forum, he or she actually contribute good things to the forum. That is obviously not the case of such very young account (created on 30th March 2019).
Personally, I don't see opportunity for the account.
