Hi all,

Newbie here. Would like to know if there are any rules or regulations that prohibited any promotions for the new opening exchange or later to be release new coin in the forum. If it is not prohibited, appreciate if can advice if we can post anything related to the topics.

No, you can go to services and exchanges to make your announcement.

You are not allowed to promote services in other users threads especially if the promotion has nothing to do with the original OP. You can however make your own thread in the appropriate section. 

Create thread for exchange here (https://bitcointalk.org/index.php?board=223.0), here (https://bitcointalk.org/index.php?board=197.0) or here (https://bitcointalk.org/index.php?board=84.0) and for new coin here (https://bitcointalk.org/index.php?board=159.0).
For promotion you can do signature campaign (and/or social media campaigns). Check these boards: Services (https://bitcointalk.org/index.php?board=52.0) and Bounties (https://bitcointalk.org/index.php?board=238.0), and read pinned topics. Also read forum rules (https://bitcointalk.org/index.php?topic=703657.0), especially rules #4, #12, #13, #14, #22, #24 and #29.

If you are referring to promoting other people's projects for reward as an outsourcing agency, I have nothing to offer apart from red trust for when it turns scam or you overreach.
If you are referring to your own project, I'd make two suggestions :
1) Do it in house, i.e. have a designated responsible member of your team make the original [ANN] and oversee the thread, ideally using a rl identity. Regularly check that no impostors have opened any threads in other sections referring to your project, sometimes using your name as part of their membership name, e.g. "xxxcoin official".
2) Avoid the temptation to employ any sort of "media enhancement" service to bump or contribute posts to create an impression of "buzz".

This forum has active and vocal members who are very sensitive to thread manipulation by fake news and reviews and other tricks of the media management industry; what could start off as turning a blind eye to some "white lying" can easily escalate into something quite messy and negative for the project involved.
We don't do "plausible deniability" here.

There are no rules that state you can't, you can promote anything crypto related you want, more than half of coins and exchanges advertised on the forum are either scam or b.s at best case scenario, that's bad , but it's good in terms of "decentralization and freedom" , so i see nothing wrong with you promoting whatever coin or exchange, but as others have mentioned, most DT members do not bear with scam related projects, so you could easily get your profile painted in negative trust and your project will be highly affected.

not accusing you for anything, but if you are planning for something scammy, i think FB or Youtube will be better platforms for that.

Thank you for the feedback and guidelines. Actually, I want to promote my team new project regarding the crypto exchange platform. Nothing to do with we want to scam people and everything. We are very much appreciate if can get some sort of advise on how to improve the platform and increase the benefit to most of crypto trader and users all around the world.
