When the merit system was introduced they had the potential activity to be a senior member so they got 250 merit.

That is the right answer right? Because looking at

They have never received any merit. Someone PMed me and asked me if it was merit abuse I wanna make sure I answer correctly

And what is there to be abuse? The flash101k had the rank of Sr.Member, then he deleted their posts and again became Member.

How do you know they deleted their posts and got downgraded as opposed to them having the potential activity to be a senior member and that thus awarded them the merit...

High chance that the account was a sr member rank before and deleted his posts which is uncertain reasons for me.
As I see the account never received or sent any large merit or sending merit to his/er alt accounts, unless proven, thats why merit abuse is not the case here.

It's not merit abuse, the only logical reason is that the user was a senior member when the merit system was introduced, so he got airdropped 250 Merits but then later on, the user decided to massively delete his past posts probably because they were shitty posts and the number of activity also went down until it reached member level

If you look at  BPIP, there is no record of received merit by the user... it means that's just airdropped merit.

If flash101k had not been a Senior member at the time of airdrop merit - he would not have received 250 Merit.

Looking at his profile BPIP is absolutely clear that the whole merit he received during airdrop (https://bpip.org/profile.aspx?p=flash101k)

This is not an isolated case. Here, for example, the account which was Hero Member but then he deleted all his posts:

The initial merit is not based on potential activity. It's the "minimum required to your rank". Nikisa is correct, IF flash101k was a member when the merit system was introduced, he would only have 10 initial merit instead of 250.

For current members, your initial merit score is equal to the minimum required to your rank.

Not exactly true. But your first guess should be right. They should have deleted their older posts or the account should have been hacked at the mid of 2018 going by the password change and the email change dates. Also, the account became suddenly active after a long hiatus. Going through the bpip data, they have sent large chunks of merits (5-10) for one liner nonsensical posts. Possibly all those accounts should be his alt accounts. From those lists, some of the accounts have been banned from posting and some are inactive while others are still active.

Interesting all those linked accounts went to inactivity mode at the same month and few of them at the same dates. Another fun fact is that, all the linked accounts have been ranked up to Member rank by receiving exactly 10 merits from various users. Either this should be a chain of alt accounts handled by a single guy probably, not really sure of them.

32 (sMerit), he has sent to the account above, there are some accounts that are permanently banned.

When viewed from the post @ flash101k history, he deleted nearly 80% and the remaining posts were locked posts, because he couldn't delete them and was quoted by people.

So in my opinion Merit is obtained against @ flash101k accounts, since the Merit system was implemented.

Maybe he wants to eliminate traces of alt accounts.
