If you get banned (temporarily or permanently) and create a new account to continue posting / sending PMs, it's considered ban evasion. The only exception is creating a thread in Meta about your ban.

I have seen even Legendary members get banned without having their bans overturned

However, a few members  whom Theymos thought were very valuable and contributed a lot to the community had their permanent bans lifted but signature bans put in place for some long periods after looking into their appeals. It is a very rare scenario though.
