solution # 1, POS (proof of stake). All coins are premined, and send equally to each person. Then POS will have an other problem. Who is going to send those coins, and how we can keep this fair for everyone? If it handle by a man, the percentage of cheating will be high.

solution # 2, Use lowest mining difficulty, let CPU and GPU can easily dig the coin, but to prevent the ASIC machine, don't soon after digging all coin, to ensure fair competition. I accept this way, why?
1）Because of mining at the lowest difficulty, we can easier use CPU and GPU to mining and find block, it solve long confirms time.
2）Because of mining at the lowest difficulty, we can fast mining coin, it will save lots of power energy.
3）Every miner knows, the ASIC machine is very powerful, in the lowest difficulty will pretty much one block per second. If we don't put a limit, all coins will  mined soon by ASIC machine.
    How to prevent ASIC machine? We use time limit to control. Every two minutes, only one block will be accepted. And for all, mining will be not depending on the hash power, but a bit of your luck.
    By the limit of block time, this will makes cpu and gpu mine more for each person, and being eco-friendly but keeping fair for everyone.

1，目前比特币的交易都是依附在挖矿的块上面，挖一个块算一个确认。由于挖矿难度越来越高，
   挖到块的几率也越来越低，确认时间越来越长。
2，由于挖矿难度越来越高，挖到块的几率越来越低，挖矿的时间越来越长，电脑开着是需要消耗电能的，特别是矿机的加入，电能耗费越来越高。

加密货币的核心价值不在于挖矿，而是交易去中心化。

知道了问题的根源，我们就有解决它的办法。

方法1，全部预挖，然后平均分配给每个人。这个方法产生新问题，谁来分配？怎么公平分配？人为操作，作弊的几率高。

方法2，最低挖矿难度，让cpu和显卡都能很容易挖到币，但要防止矿机，不要很快挖完，以保证公平竞争。我个人接受这个方法，为什么？
 1)，因为挖矿难度最低，很容易挖矿，cpu,gpu都可以挖到，解决交易确认时间长问题。
 2)，因为挖矿难度最低，挖到币的几率大大提高，也就大大降低了电能损耗。
 3)，众所周知，矿机的算力很强，在难度最低的情况下，几乎一秒钟挖一个块，如果不加以限制，所有币都会被矿机挖走。
     怎么防止矿机，保证公平竞争？我们采用时间限制法。每两分钟，全网只接受一个块，挖矿不再完全倚重算力大小，也许还需要点运气。
     通过算法限制矿机，让cpu和显卡获得挖到币的机会，大大降低电能损耗，提高公平竞争力。
