Their forum account hasnt been online almost a month now and their last post on May 16, 2019.

Take a look on the last page comments which is most in complaints.If i were you its better to avoid this one.

Seems lately they have problems and paypal limits accounts of users who use hiribi, so wouldn't use their service until this is fixed.
Btw you can always use our currency exchange service section, there are a lot of users with whom you can have deals without any problem. For PP to btc personally I can recommend you dozerz. Sometimes also yahoo needs btc to pp, both of them are trustworthy and had deals without any problem.

They're buying your Bitcoin for $500 above the current market prices. I mean, isn't that a huge red flag itself?

There's a reason why their rates are so good, and it's most likely because their funds come from either fraudulent sources, or that their paypal accounts are somehow tainted in the past.

Which is the probable reason why people are complaining about their service, as others have mentioned in this thread:

No one in the exchange business with clean funds with a clean source will ever give you a markup (of $400!) when you sell your BTC to them. There's a reason why accounts are getting limited. Furthermore, Paypal is intrinsically risky due to the nature of chargebacks. You simply do not want to deal with them, period.
