Basically. You can have 3-of-3 so everyone has to agree to send the coins somewhere, 2-of-3 so only two of them do, etc. If I remember correctly, one of the "Silk Road replacement" sites uses 2-of-3 addresses for escrow. If the buyer and seller have no issues, they both agree to release the funds to the seller. If the buyer and seller disagree, the marketplaces mediates and either releases the funds to the seller, or returns them to the buyer, depending on which side they think is more trustworthy. This is nice because even if the site goes down (ie Silk Road), the buyer and seller can finish their open transactions without the market (unlike Silk Road's escrow system where if the site goes down everyone is screwed).
