The forum is flooded with spam as it is. Now, they are even making a business out of it.  ::)

That's not something new. Many such services exist and operate mostly through telegram. I can leave them negative feedback but not sure an unverified PM will hold much weight. Additionally, you should also report that PM to the mods.

Sending unsollicited PMs advertising a service, such as the one in the screenshot, is against the rules of the forum.
Especially such service that only contributes to spam the forum even more.

29. Sending unsolicited PMs, including but not limited to advertising and flood, is not allowed.

You should report that PM to a mod.

Tagging the user is not gonna help in this case and I am not sure if someone should tag the user too for this reason. Even if you do, they will not stop. they will keep doing the same thing they are doing. A temporary ban will work fine and good thing that you reported it to the mod.

I don't think bans are given out for providing such services. Even if they could, your logic still wouldn't work here because they're huge account farmers and it really doesn't make a difference if one of their accounts get banned. Negative rating will stand as a warning for projects who hire these ANN bumpers that by using such services you're risking your project' future on bitcointalk.

Since this service is aginst forum rules so it's not matter of just tag. If you received this kind of PM then feel free report to admin. So that admins/moderators will take appropriate action.

However, since OP has reported already hope moderators/admin will take action against that user.

About hiring them: You think those who hire them really do care about their (ANN bumpers) reputation. They will hire the ANN bumpers just to bump their topics.

The ban would make the most sense strictly looking at the PM's. I recall Hhampuz (https://bitcointalk.org/index.php?action=profile;u=881377) received a 7 day ban when they sent some PM's out soliciting business. Wasn't a big deal and they just didn't do it again. You will see there was no need to neg rate him for the PM's.

With tags that's again up to each person to decide based on this servic that they are selling. I have seen people leave negative feedback in the past with thread bumping services - not sure if they've changed them. They took issue with the nature of the service, itself and found it untrustworthy.

Maybe I misunderstood but I believe coolcryptovator is saying that leaving feedback isn't necessary and allow admins to take action for breaking forum rules.

theymos has stated when you see someone breaking "guidelines" that you should report them and let the Admins take action.

You understood it perfectly correct. Theymos stated it quite clearly.

Some people were talking about neg-trusting spammers for spamming. This is not appropriate; report the posts, and if that doesn't seem to be working well, come to Meta with specific examples and suggestions.

Breaking of the rules are not a trust issue. It should be reported to the moderator for them to action. (Right bottom corner of each post - report to moderator link)
