If there is a person that is interested and willing to join, then do you really need to have a code required to join or it doesn't need/required a code to join?. As what I understand in your post, to those who wants to join must pm you first and will receive a code from you to join and you didn't even provide the site that the person will be joining. Also, we won't be able to know if there's ton of soft action going on right now or later on.

Unions bring clubs together so that players can share tables. Similar to black chip poker and Americas card room.

maybe he made the clubs so he can act as manager of the club and he has all the control of the club like adding chips or adding/remove the players.
