I'm a wee bit confused... what exactly is a fair casino? From a mathematics point of view, no casino is fair. Quote Provably fair is when there is proof that your results are completely random, and can be influenced by you (Not influenced as in you can make the results what you want, but influenced as in input from you changes the end result while still being random.) and then the site proves to you that your roll has already been determined by providing a hash of the data used to decide the results, and then releasing the data after you are done betting. This way, you can check to see that the site operator is not changing the odds in their favor using strong cryptography instead of trust and reputation. There is no official guidelines for being provably fair, other than they satisfy the above requirements. As long as the site uses any kind of algorithm to prove they are using fair random results, then it is provably fair. Provably fair does not mean the casino does not have a house edge, if that's what you're referring to. All casinos (Sans peerbet) have a house edge to make sure the casino has a reason to put their money on the line, it's so the casino makes a profit. Casinos can be both provably fair and have a house edge. Gamblers know that the game has a house edge, but just hope to be lucky. That's why people play the games with the lowest house edge.
