Now i see many many scammer post on bounty Child Board.
Big amount of scammers are Newbie and they start there scamming on bounty Child Board.
We can open free bitcointalk accaunt and we can post free on bounty Child Board. It’s a very big chance for scammer.

Modarators are very alert for stop scamming on bitcointalk. They ban many many scammer accaunt. But,  scammer open a new accaunt in a minute.

For stop this scamming,  i have a Idea.  
When everyone need copper membership for post bounty Child Board,  scammer need Money for scamming.
For it they They can't scamming much longer.  Becuse,  when Modarators ban there accaun.  They need again Money for post bounty child board.

So what happens to a genuine Newbie who just wants to comment about a given project or alert other users about a certain bounty?
I think it's not necessary to be too restrictive to new members.

Much as scammers are there, there are also new genuine users joining every day and our purpose should be to expand this community not make people get more reasons for not joining it or leaving it.

Also there are scammers who buy copper membership too, haven't you seen them?
This will definitely do nothing to stop them anyway

As far as scammers are concerned whenever you see one, report them, they will be tagged if the evidence is sufficient

Maybe they should stop trusting new accounts in the first place so they won't get scammed. Seriously, it's 2019. Requiring copper member won't do that much I think. For an experienced scammer, a 0.0024 BTC fee for copper member is probably nothing.

About your thread tittle.
  • Do you mean, every new account must be registered as a copper member (MANDATORY)?
  • Do you mean spamming? Spamming and scamming have difference meaning.

For me, paying as a mandatory to become a member in this forum is not a wise thing. Not everyone has bad intentions.

(Yeah, i know.. reporting some shit post, doing scam accusation and kind like that very tiring and requires high consistency.)

First of all, no admin/moderator ban any scammer in bitcointalk. Users are responsible to select which one is legit and which one is scam.
Secondly, copper membership isn't a sign that he will be legit. Scammers can buy, in fact, they buy always to post links, images. So, you can't stop that. Do your own analysis and decide.

Requiring Copper Membership to open thread in Bounties section wouldn't help to reduce number of scammers. I haven't looked at this section recently, but as I remember, most of threads there are started by Copper Newbies or higher ranked members - bounty managers.
Creators of scam ICO's have to spend some money to attract more victims, so these 0.0024 BTC doesn't means much for them. Most of scammers already buying Copper memberships, because they need to enable images on their thread and lift other restrictions - in this way they are trying to make impression of legit project. And they aren't risking to get their account banned because scams aren't moderated and worst thing that they can get is negative trust feedback. And such feedback doesn't mean anything for them, because for next scam project they will use new account.

They need again Money for post bounty child board.      
it won't stop them, getting copper is quite cheap for those dedicated scammers
the cost of copper is nothing for them, they can gain more from scamming
just like a business, if the gain/return is higher than its cost then they will keep doing it

the best thing we can do is raising awareness of bounty risk to newbies
and as newbie, educate himself and understand the risk involving bounties before joining one
learn how to differentiate good bounties and bad bounties, to minimize getting scammed
