For a good, fast altcoin you don't really need to look past XRP. Speed is a big part of the purpose of this coin, and it has been in development for many years already. I think it looks very underpriced at present. I know some people don't like it because it doesn't really feel true to the crypto ethos, but still, it's a good fast coin.

Litecoin and NEM are the fastest from what I’ve used so far.

I don't know how fast it really is on average, it may be very close to your target 30s, however, it is fast and not really mainstream imho: WAVES. You can check the latest times for yourself: https://wavesexplorer.com/

Some like it and talk nicely of it, some say it's useless, I don't know what to say on that. I like the fact it's super easy to make tokens there.

DAG coin like IOTA or NANO is the fastest altcoin at this moment consider that used the different mechanism than blockchain and each transaction almost instant and you will have to pay almost zero fees to deliver your transaction to the other address and this is the cheapest at this moment.

Litecoin could do the job as both fast and available almost everywhere. For more obscure fast altcoins then I would recommend Semux coin which also can handle many transactions as well not just being fast.

Look at TERA PLATFORM (https://bitcointalk.org/index.php?topic=4573801.0). This is a new project, but very interesting in terms of technical uniqueness:
Decentralization is implemented by PoW consensus at the expense of almost unlimited number of block-producers (hundreds of millions), and speed from 1000 tps and confirmation of 5-8 seconds due to connection of nodes with each other in the form of a multidimensional regular grid and fast delivery protocol of blocks. The new merged sharding protocol allows us to add new chains without losing network security, increasing the total network speed to 1 million transactions per second.

What about QuarkChain? Confirmation (block) time is 10 seconds on shards and 60 seconds on a root chain.
Have you heard about QuarkChain? Probably not, but if everything goes smoothly, it will represnt the future of Ethereum (same technology).

Pretty sure many low priced cryptocurrencies are very cheap and fast to mine you just need to test it yourself if you had an Antminer to prove this, Because of I really stop in the mining process out of financial bankruptcy or electric bill, internet bill, and the noise and heat that the miners are producing.

But pretty sure you can just pick up cheap Altcoins in the Coinmarketcap list, but I never encouraged you to just a random pick it, I think you should research for yourself on what is the best Altcoin for you that you will surely benefit on it.

You should consider and try Credits Blockchain as always boosted 1 million Tps was already attained thats quite impressive i think. But let them prove it first, since the full scale adoption on the credits platform has not been realized. by the mean time let credits do their job to convince the developers to used Credits Blockchain for their specific purposes.

my opinion binance or BTC lite. because these two altc's that I often see have a service process that is so fast and at a pretty cheap price. even though the price is cheap, don't underestimate these two altc because their safety and clarity can be accounted for. often these two altc are used when BTC is down.

Both are surely good coins and get are having cheap price so we can invest but it is out duty to stay active and don’t mislead any thing. The coin that you mentioned is not well known and they are not so famous so better choose well trusted coin and save yourself from any kind of danger. Now a day is best time to invest only in BTC and ETH.

ETH's blocking time is less than 30 seconds, even neo which created as a eth killer is better than eth in this matter.
Even though the information shared a long time ago, I think it might be useful : https://coinsutra.com/transaction-speeds/

Definitely, XLM and XRP. Litecoin confirmations are also faster than Bitcoin blockchain, just for a case, I reminded. Digibyte also can be a good alternative for fastest transfers.

It takes time to compare the blockchain speeds one by one.
Ripple can handle up to 1,500 transactions per second but some new projects claim that their blockchain is faster. The Ripple team informs us about 50,000 tps which takes approximately 4 seconds to confirm.
Bitcoin Cash -  61 tps for 60 minutes to confirm.
IOTA may handle 1500 tps and 2 minutes to confirm.
Check the visualized analyse:

I'm interested to know what you mean by non-mainstream?
Is it altcoins outside top 50 or top 100 per CMC?

You can also check out Syscoin. With their ZDAG tech, they claim to have transaction at the speed of business. https://twitter.com/syscoin/status/1146445786047307777

There are some coins that have very fast transaction speed like Nano, Stellar, LTC, XRP and much more.  But if you are asking about non mainstream coins, take a look at Ternio and Traxion. They are not so far with their development but they assure that their TPS is going to be around 100k per second.

To my knowledge, the fastest bitcoin-based coin is Lightningcash-Gold, with a 6.6 seconds block time.

A transaction is confirmed in 39.6 seconds on average.

Although I can not completely list, I know that ETH, NEO, EOS and NANO are fast ones in this regard.
This link (https://coinsutra.com/transaction-speeds/) has not been updated in a long time but it can still be useful.
