all it has to do is sign up to a website with a name. email address and password. log out of the site and repeat but adding +1 to the email address each time. so email+1@email.com email+2@email.com and so on let me know what price youd charge (dont go asking a stupid amount or ill just ignore you. I would be able to create such an script within a few minutes easy. However if u need to pass a captcha before signing up, it will require some more time before having finished such a script. Also if there are captcha's involved u have to pay per captcha (there are sites where people solve captcha's 24/7). And it's pretty simple as there's no captcha to solve sadly I know about programming just don't have a clue where I'd start.
