The ICO period is to ensure the raising of funds, specially now that the crypto winter. The price is to have a High supply, as Asian exchanges like to list coins with really high supply, they believe it improves liquidity. 10 Billion Bitcoin UF would be in circulation if the total sale cap is reached. Probably the creator is making a joke of Bitcoin SV, Bitcoin Diamond, etc and all the Bitcoins coins in Coinmarketcap.
