None pop up network is high paying but what about to check popunder and propellerads? Don't remember exactly if they require ownership verification but even if they do, it mustn't be a problem for you because they usually ask you to put script on your website.
Btw popups will ruin your positions in google. If you have no money, better to stop working on it for a while, free hosting sucks. As for the web miners, that's highly unsuggested and I'm pretty sure your users wouldn't appreciate it and even If they do, you won't be earning anything significant, because people don't stay for too long in faucet sites, they just claim their earnings and close it down. It's highly unlikely that your faucet will be profitable for you, especially at this point where the reward is so insignificant that people don't bother visiting them anymore.
