Title: Ukraine wants to legalize crypto (again)

Governments with the favor of technology and transparency always take a positive move towards acceptance of Blockchain technology. Mainly governments having framework and infrastructure for technical implementation can bring real revolution in businesses. Ukraine is one of the well-known countries in tech issue.

So other countries also consider making crypto legalize.

I believe governments know that Blockchain technology has started to being used on various sectors and Ukraine government should know the importance of this technology too. Nevertheless, new parliament doesn't seem like they are considering this and don't seem to be willing to legalize cryptos.

Another good news for cryptocurrencies. I don't know why many people are bearish on crypto. When you learn of such developments around the world, you have a sense that slowly but surely cryptocurrencies will someday be common to many people. I don't see it as fad for a long time now.

Maybe it can be a good start for other countries to attain such feats and do their own move legalizing Cryptocurrency especially Bitcoin, And this is good for the community if one or three Countries would share some possible interest in Bitcoin then curious ones will then start to take action, I guess Ukraine finally see the potential of Bitcoin and other cryptocurrencies, and Mikhail Fedorov would device such plan in legalizing this in their country was an up for grabs opportunity for Ukrainians.

If such thing as good tax exist then it is a good news indeed. If I understand correctly, if one keeps the low profile, it is possible to avoid any form of exaction from the Ukrainian government. Please explain what is so good in changes in law with witch the state will stick his giant, sniffing nose in? This is horrible information, if you ask me. Obvious pretext to take money from people is obvious.
Why bother with rampant corruption and power abusing cops? Let's tax them geeks!

Any crypto adaptation is always a good thing and it is a step forward especially if we see government officials calling for its legalization, but the think that leads me to believe that they are doing this is taxes, probably a lot or a sizable amount of people in Ukraine use crypto to make their living and therefore they are not paying taxes, and with legalizing it they are trying to make these people pay taxes, and to be honost i don't think that they will be able to as they are unable to track everyone who uses it or it requires a lot of resources, but we just have to wait and see.

Many people in this forum are probably unfamiliar with this, but my country certainly is. I HOPE you can get the law approved and authorities respect them, to stop the extorting, and all the garbage that brings (corruption, organized crime, etc).

Taxing can probably be done to physical things within the country, such as to asic mining equipment import or mining sites.

Government records on blockchain is a good idea, as long as they do it right: decentralized. To have true decentralization you need to somehow incentivize the people into running public nodes. If all you do is put the records in few nodes running in a single gov. datacenter, you are doing almost nothing to increase security.

Simply using a blockchain isn't good enough, don't believe the hype.

Because in the grand scheme of things, it's all pretty insignificant - Ukraine didn't legalize crypto, it's just one official says that he wants to legalize crypto - it happened many time before and in the end led to nothing. It's not enough to influence the market by any means, even if Ukraine legalized crypto tomorrow, Bitcoin would probably barely move at all, because Ukraine is not very influential both in real world and in crypto world.

Got to say that from the OP words I already like the new Ukraine government, especially the Digital Transformation minister. No doubt that cryptocurrency is an important matter. IMO the states which will adopt them quicker and start building reserves in bitcoin will be the next world leaders. But, even if we don't oficially adopt cryptocurrency as main way to perform transactions I still highly support the implementation of the blockchain technologies in all the industries out there for increased transparency. We've got to understand this this tech has a huge potential to eliminate corruption.

Could you describe from your perspective and knowledge, how those extortions look like? What is the main modus operandi? Who and how makes profit of miners? What about recognition for electronic property as physical property?
It is quite sad how modern journalism works, we know almost nothing about those little, dirty secrets.
We are basically neighbours and yet, stuff like that are never covered even in alternative media.
Let's make use of this mean of communication to spread the awareness.

It usually goes this way. They recognize it and want taxes or they don't recognize it legally and don't care about it. There's a few tax havens but most of the world wants something out of it.

Ukraine should follow Belarus its neighbor from the Eastern Bloc. They recognized Bitcoin so it shouldn't be difficult to adapt their laws. It's a nice opportunity to bring people to Ukraine that is facing large emigration to the EU. I heard that many Ukrainians are moving to Poland. This may be true, but even fully legalized crypto won't have any big effects on the country's economy, at best it will just create a few thousands of jobs if new crypto-related services will be opened. Crypto industry is just a tiny drop if you compare it with a national economy. Bitcoin isn't even useful to Ukrainians as a hedge right now, because Ukrainian currency is growing right now.

With that kind of move I think that the Ukrainian government did this in order to be inline with the views of what other countries part of the European Union are already doing. They wouldn't want to be left out with their other European counterparts when it comes to Crypto and Blockchain development in their country that is why they are doing this in order to be on their level, with their move that they officially labeled crypto as not illegal in their country while not having any proper regulation yet shows that they still want their citizens to enjoy the benefits from it while they are still working on the legal framework. Crypto regulation and acceptance really does work when it comes to other countries being influenced through accepting them, this helps the mass adoption we are looking.

I don't think the reason why Ukraine will legalize cryptocurrency is driven by technology.  As far as the statement :

The government is in for the cryptocommunity's taxes.  They are after the profit that were slipping the government stash since the law about cryptocurrency taxes were not yet implemented.  I do not see this as a negative thing but rather it is a wise move since it will benefit both economy, the Cryptocurrency economy and the Ukraine economy.  For Bitcoin, more  country that accept and legalize it means more chance of adoption and places to boom.

The Ukrainian government have had many shots at legalising crypto, initially from the exemption of taxes on crypto jolders and now possibly on the move to legalise Bitcoin. That's a very good move considering the fact that Blockchain technology has really evolved massively over the years and as well gaining much attention.

That sounds good and government is probably aware that cryptocurrencies are well accepted. They realise if they fully regulate and legalist them that could contribute to economy and further development. Maybe government sees the cryptocurrencies as the new tool for progress.

Legalization of cryptocurrency by the entire world  is really gonna take a very long period of time.  Ukraine trying to legalize the use of crypto is a nice initiative considering the ideologies behind cryptocurrency and the financial freedom it presents to everyone no matter their financial status.  If all governments try this, adoption of cryptocurrency will be fast and simple.

Though it's not certain, it's a great start for this future monetary platform. I hope it'd be real in the future. A chance is still a chance even though it is not that big. I think the reason why they are constantly ban and the legalize the bitcoin again is that they've seen flaws in the crypto and they want to legalize it again because they see a good side in it.

Great news. Goverments are benefiting a lot from adopting new technologies fast, and the more countries that are adopting BTC, the more other countries will be pressured to adopt the new currencies.

When there are new people taking power, they always want to improve on what their predecessors did, so you often see laws changing when there are a change in the government leadership. Take Donald Trump for instance, in his election campaign it looked like he was Bitcoin friendly, because he surrounded him with pro-Bitcoin supporters, but when he got into power... the opposite happened.  ::)

Politicians are like that. They try and manipulate the crowds as they see please, for as much power and money as possible - and they often then change their views back.

I want to see how they go with this, could this just be a ploy?

I used to be skeptical about this before. But now, when Ukraine has new president with modern view of things, I believe in this attempt. There are already a lot of shops, cafés and hotels which accept bitcoin as payment method. The country is ready. So, I believe this time everything goes as it should be.

I agree, they are one step closer in creating a successful coin that Ukrainian can use in their own country. Getting crypto legal on a country is a big deal not only on the country but on bitcoin industry as it will affect the price of bitcoin.

I'm hoping that every country has an open mind about crypto.

Yes, everytime governments try to show themselves advanced than the one ruled the country. This is common with every country's plan execution on different policies. Ukraine government giving exemption from taxes was much spoken. Now suddenly a plan change is truly disappointing. Anyhow they haven't gone completely against cryptocurrency like few countries around the globe. Somehow things associated with cryptocurrency activities were gonna get taxed.

This topic is really old enough about legalizing crypto...of course it is really profitable for the government. They really would like to control a lot of directions, but in Ukraine it works quite one-sided. So will see what it may be))))

Everything is possible with the new president in Ukraine. Now, they want to tax cryptocurrency transactions and the process of mining. Such a bill is registered in parliament. Everyone agrees that the law is needed, but there is no consensus on what and how it should be regulated. I guess that they would discuss this law for a long time as it is a too complicated task for Ukrainians now.

I guess that they would discuss this law for a long time as it is a too complicated task for Ukrainians now.
They have without doubt realized that they have been missing out on a lot of revenue by completely banning the cryptocurrency in their country and even with that,  I am sure that the citizens were even using it secretly so the government just made a loss of revenue where they should have had a lot.

Blockchain, crypto and etc words it difficult for Ukraine, country not prepared for crypto. I cant even imagine how it would be work here, I am from Ukraine and many people said about crypto that the its  scam and dont want listening another. Ofcouse there are people who use crypto and made money, legalization for this people no need because they already use. They dont want to pay taxes. I will not say about living conditions, but there not pleasure.

Let them legalize cryptocurrency but asking them to start paying tax as at now is somewhat not a good move. The market is still evolving with a lot of volatilities. What happens if the miners are yet to make a good profit that covers start-up cost and operational cost? The government loves tax a lot and this hurts business.

Governments with the favor of technology and transparency always take a positive move towards acceptance of Blockchain technology. Mainly governments having framework and infrastructure for technical implementation can bring real revolution in businesses. Ukraine is one of the well-known countries in tech issue.

So other countries also consider making crypto legalize.

Japan is the biggest example so far of a country that is open minded unlike any other country who banned it for their own selfish reason, my guess about it is that they are mad because they can't control it, but maybe other countries will start to accept cryptocurrencies to make a government that is even more productive and successful without any debt. Satoshi Nakamoto is a Japanese name, and that's the reason I think why Jaoanese didn't hesitate on investing in bitcoin.

This reminds me with Bitcoin legality in China and India which changed few times already (fully legal, legal but restricted, unknown, illegal, etc.)

Taxing can probably be done to physical things within the country, such as to asic mining equipment import or mining sites.

Importing ASIC mining equipment (or any electronic equipment) already taxed by any country, i think they meant tax of miner's profit when they decide to sell their mined cryptocurrency.

What if you never sell it, how do you tax that?

A miner could actually have another business and use that entirely to pay for the mining operation, and spend none of the bitcoin (ie. holder).

Alternatively, most commonly, they would only exchange the minimal needed to keep operations running, pay bills and wages. Do you tax that?

And that begins with the miner disclosing to the gov their wallet address. And, is the tax paid in crypto? A % of the bitcoin in bitcoin? What if they mine some obscure altcoin nobody cares about?

It is a really promising take from a government who wants to put every government records on the blockchain so that every entry is registered and cannot be altered at a later time. It wont be a niche law but the BTCitcoin market is growing at a rapid pace and it cannot be ignored by any government and they will be forced to come up with regulations to have a fair market. Even if there is no regulation people are bound to pay their taxes for the income they earned and majority are doing so to avoid issues in the future.

I am living in Ukraine and I can tell you that the cryptocurrencies are very well accepted here , you can find stores where you can buy and sell using Bitcoins also at the same time you can in person make the deal regarding your cryptocurrencies and such , so the people have already accepted it more or so , the government have changed a lot , the new president is open about everything thus I think it will be easy for the cryptocurrencies to make a place in Ukraine .

After banned become legit or legal, this is not a surprise, there's have many scenrario and story like this before example on that is Australia and now they enjoy the benefits of crto currency as legal thender as new form of money. I don't know any details, there's no new draft law yet, but what that guy said about mining is that he wants miners to start paying taxes on their revenue, and police/secret service should stop harassing them. As for exchanges, they are already legal, but again, there was no framework for regulation revealed, but my guess is that there will be tighter rules for exchanges, including KYC, because it's the norm anywhere where crypto gets regulated.

There were rumors about Russia planning to launch their own crypto. If they were really doing it Ukraine could be a great place to do some field tests. The Ukrainian government could be easily persuaded to test how the economy will take a more lenient approach to cryptocurrencies. If all goes well Russia will go further with crypto adoption and if not it will be easier to destabilize Ukraine for a future takeover. That's just my little conspiracy theory.

I don't know about Ukraine law, but usally there's tax for industry equipment, land, electricity, etc. Extra tax for mining business feels weird IMO.

It's not known yet if there will be some special tax for mining or not, but what that minister actually meant is that right now miners are not paying taxes at all, and they are afraid to do report their activity to authorities, because they might get extorted by law enforcement. Mining is not illegal in Ukraine, but police and security service still seize mining equipment under some bullshit charges like "terrorism financing". Those charges then get dropped, but miners lose a lot of profit while waiting for the court's decisions - this is why it's easier for them to just pay a bribe to their extortionists.

And once these establishment politicians are gone, the government's resistance towards Bitcoin decreases a lot. Volodymyr Zelensky and his party (Servant of the People) are not linked to the bankers and therefore they don't have any reason to hate cryptocurrency. My only regret is that this decision didn't came earlier. BTC-e was based in Kiev, before being forced to shift the operations to Sofia as a result of the hostile government action. Ordinary Ukrainians would have benefited a lot had they continued their operations in Ukraine.

There's a possibility that cryptocurrency will be used as mode of investment of this country. But stating that it's not an asset is totally misleading, that's why everybody needed to be more educated with digital currency. No, I think what means is that the government of that country will legally recognize the use of crypto in their country I.e put it into some sort of law that will enable the citizens of such country to openly engaged in crypto, which means people can openly accept and do business using crypto,

While not being legalize may not entirely mean illegal just that not have government approval, if you engage in it, then that will be at your own risk, moreover, not everyone will openly accept it or trade with, just like in most countries where the government did not approve or disapprove  the use of crypto but still people engage in crypto trading.

Russia will not succeed in swallowing Ukraine. I believe they are aiming for greater adoption here. If crypto is legal in all aspects, merchants, shops or crypto users will have no problem dealing with them. They can use crypto openly and they will not hide their crypto activities. More shops/merchants accepting crypto means even ordinary individuals will be enticed to check out the benefits of using crypto and so adoption will get bigger. That is actually great for crypto community.

Which maybe they wanted to legalize this alternative currency since they can transfer huge amount of money without any trace. Ukraine is very wise when they are doing anything to fast track the crypto legalization in Ukraine. This is a win-win solution both for the government as well as the crypto-sector. Ukraine is about to form a crypto legalization which is a positive move for crypto market taking ukraine as example we can expect more countrities to form a legal frame work for crypto currencies
That is a very great step that Ukraine is taking which is what I expect other countries to be after also, if Ukraine can get it right, I am sure that other countries will follow behind also, especially countries that are looking up to Ukraine as their mentor which I know that we have quite number of them, and for Ukraine being a great country to have accepted and adopted it, it means that they must have seen some positive effect it will have on their economy.

It would have been great if these big countries can give regulation a chance and see how effective it will be in eliminating their matter of concern about cryptocurrency which I even think that concern is just a way To avoid using cryptocurrency because of the value of their currency they are protecting, most especially the value of US dollars but the larger countries will still have no choice but to accept it when it is working for the smaller countries that has received and adopted it.

Indeed, they won't allow it unless it will be beneficial for their people and the country maybe they finally realized the opportunities they might get from crypto. Its good to see that Ukraine's government understands how a digital currency works because it can have a huge impact on other country since its possible that it can influence the decision of other country's government. Government officials are wise, they have different way of thinking and most of them are only thinking for their own sake but this time you can clearly see that they are concern about their people and they wanted to give them some opportunities to make some money using cryptocurrency.

Ukraines economy is not doing great because of the Russian problems, they just recently dot their ACTUAL independence from them. They are still engaged in a war, and suffer from corruption. They should get on any new horse they can find, they need the influx od new ideas and capital bad to promt up their economy.

All the villagers of a village in Ukraine is holding cryptocurrency now, it's off topic here though.
A guy had invested $494 on Cardano and had a return of $1380 later from which he kept his investment and the rest was distributed among all the villagers of that village. This a great work done by that guy. You know it's a great promotional activity in favor of cryptocurrency.

These measures came a bit too late, I am afraid. A few years back, Ukraine was home to a lot many cryptocurrency ventures. Even the Bitcoin exchange BTC-e (later renamed as Wex.nz) was based from there. However, most of these ventures either closed down or were forced to shift their operations to other countries due to the hostile stance of the government.

The current attempts to attract investment by the Volodymyr Zelensky regime will be welcomed by the cryptocurrency users. But they will be needing assurances from the government. The regime needs to assure the investors and users by providing a guarantee that the official policy will not be reversed anytime during the immediate future.

Taxes for trade and mining? Isn't it rather hard to do. How does the government take tax on crypto trading, if the government opens the crypto market it can be done, but is there a local exchanger in Ukraine?

Many countries say that adoption of crypo technology makes me personally happy. Then the regulation for the use of global currency is not hard to do, I'm talking aside from TAX. Besides the global use of bitcoin cryptocurrency or USDT can invrease the crypto adopt in market but can it be beneficial to the country's economy, it's like importing Fiat into cryptocurrency.

Ukraine now is under new administration of President Zelensky, although the corruption issue is hard to diminish into the government but who knows, right?

What Zelensky and Ministry of Digital Transformation plan is to legalize bitcoin cash and bitcoin core ( though Idk why bitcoin is not included ) while the propose bill is also to attract new exchange sites to come in Ukraine. Needless to say, that this new administration is pushing through the bill as soon as possible and be ahead to their neighbors hence building a crypto valley is a big step for them.

Interesting news from Ukraine - recently the term "cryptocurrency" was used in one of the passed laws. The law covers declaration of property and assets by government officials, and it aims to reduce corruption by making those declarations transparent to the public. The subjects of this law have to declare all their cryptocurrency holdings and provide additional details like the date when they have acquired their cryptocurrencies, and the price at that date.

So, even if crypto isn't officially regulated, it does get recognized by the state as an asset.

This could be a good development, but there's always a chance that other parts of the government, like the central bank or prime minister, or the parliament, some of them might block Binance from entering Ukraine. Ukraine is one of a few countries where PayPal doesn't work, because of stupid regulators, so anything can happen. Let's not get hyped by news and announcements and wait for results instead.
