You did not explain the project you were going to plan. maybe you should provide some information about your project here.

Please don't prefer with the region or something buddy. Actually you can find the good developer here.
But you need to show the idea of the project with the developer alone.  If he is trustworthy it is good to join with the person as the partners and make the project boom.

Soo many scammers around this forum and in the whole ecosystem.

I believe public discussions are always safer for both parts.

He was looking for developer and you want him to place his information's and plans? Well I think it's should be discuss privately since it will be a client to workers negotiation and the plans or other things will be placed for sure after he finalized all things here.

But anyways OP you should try to seek on fiverr,upwork or maybe on linked since there are so many serious candidates mostly stays there.

I also agree about disclosing the information and other details that you need for this project. You are looking for programmers and you need to be specific what PL you're going to use and what's the other qualification that they might have.
Another one is how much you're going to pay for them. Meeting in person is going to be ideal if you have already discussed it.

Searching for programmers without specifying what work they have to do is practically impossible. As far as London is concerned, then you have to start with salaries at all. Sorry, but this proposal looks very unprofessional.
If you really want to find someone good you have to give a lot more details.
