Using blockchain technology has nothing to do with bitcoin. Blockchain is just a technology. Many banks or others will use it sooner or later but legalism of bitcoin is something else. I don't know much about the cryptocurrency laws on bitcoin, but in general, it seems suncontinental people are having worse time with bitcoin.

India is old school and up to now has been taking extreme measures in dealing with cryptocurrency. Cryptocurrency give those who are poverty stricken a second chance especially those who depend on the Crypto bounties to make income just to survive. What nay seem like peanuts to some, may feed a whole family within an impoverished country. From all that you've mentioned it looks like Bangladesh is moving forward with something positive about the blockchain technology. This needs to get legal usage access for bitcoin, there are countries where blockchain usage is found high while they've got restrictions on cryptocurrency usage. We should always remember that the blockchain technology and bitcoin are intertwined or interlinked but they remain to be two separate things. A country or its government can all be open and adopt the blockchain technology but will not allow the entrance of Bitcoin. China is known for this. Of course, a country that is convinced of the benefits of the blockchain maybe easier to convince to also let Bitcoin in either as an asset or a currency. I think legalizing currency over blockchain and legalizing blockchain are two separate things altogether. After PM announced it will take minimum 5 years to legal BTC. And cyber police caught many crypto users this new is rubbish. This is the reasons why government are still in doubt on accepting bitcoin and make it legal, they can’t control it and it will be hard to monitor your transactions. Many countries are now accepting bitcoin and support blockchain, but most of the developing country are still not doing any action to secure at least a good technology. One day, Bangladesh will support bitcoin, and I’m confident it will happen.
