Only one Legendary account is quite sufficient for this type of trading, with 200 merits and price of $5 it is $1000 profit.
However, the way he offered his service does not place him in the category of intelligent merit sellers, they generally do this outside of the forum, on sites that sell digital products and things like that. It's entirely possible that he has access to his own alt accounts or is in cahoots with other members interested in selling their merits. Is there an acceptable price? :P The value of merit can only be gauged by "sweat equity" in my opinion.
