What version do you have?

Download the latest one: https://electrum.org/#download
Verify the signature: https://bitzuma.com/posts/how-to-verify-an-electrum-download-on-windows/

Then install the updated one. I hope it will resolved.

I think you're saying you have the latest version, two wallets, and that one wallet connects while the other does not, is that correct?  It could be the server to which you're connected is limiting you bandwidth?  I'm not an expert on that, someone else will be along to shed more light on the technical side.

Click on Tools > Network > Servers, and manually select a different server, that may solve you problem.

What operating system are you using (Windows, MAC, Linux)?

It's kind of weird that one wallet can't sync and the other doesn't if we are talking about the same program, in this case, Electrum 3.3.8. Are you sure that you are changing servers in a proper way, please see how to do it on this link : How to switch to a different Electrum server (https://bitcoinelectrum.com/how-to-switch-to-a-different-electrum-server/)

Do you have seed (12 words) for both wallets? If you have them, one option is that you try to delete blockchain header file which is located in Electrum folder, which is located in different paths, depending on your operating system - more info about that : Where is my wallet file located? (https://electrum.readthedocs.io/en/latest/faq.html)

Very Important: Do nothing before making a backup of seed words and your Electrum files.

Is this the first time you launch Electrum after installing it? if yes then it may take few minutes before getting fully synchronized.

Wait few minutes, if that doesn't work then try connecting to other servers.
Since you said you have other wallets that work with no problem then you can also try restoring your wallet from seed. I remember reading about a similar case (https://bitcointalk.org/index.php?topic=5128968.msg50495118#msg50495118) and it was solved simply by restoring the wallet.

OP, that's happened to me with the Dash Electrum wallet several times, and each time it happened I just had to reload the wallet and wait.  One time it took almost an entire day before the wallet would load correctly--and I had the current version.  In fact it still happens from time to time, but usually I just have to close and reopen Electrum and it works.

Don't worry, though.  As long as you've got your seed phrase written down, you still have your coins no matter what the wallet does.

you can also try restoring your wallet from seed.
I never had to do that, but I probably would have tried had Electrum kept screwing up.  It was very annoying, and it did either what OP described, getting stuck on 21/70 or whatever the number was, or it would just say "Not Connected" for a long time.

Despite problems like that, I still love all the Electrum wallets.  They're pretty much my favorite.

carlska, in my opinion, something is wrong with your Electrum, or with that particular wallet. My advice is that you backup your seed/and all files from Electrum folder (just in case), then uninstall Electrum + delete manually Electrum folder/s. Restart your device and download new Electrum file only from: https://electrum.org/#home

Start the process of wallet/s recovery following these instructions : Restoring your standard wallet from seed (https://bitcoinelectrum.com/restoring-your-standard-wallet-from-seed/)

As a possible alternative, you can try the Electrum mobile version. That version is also available on posted link/do not use any other source.

are you using a vpn perhaps on your router (since multiple pcs are affected)? try without the vpn

do you have a proxy configured under tools > network > proxy tab? try removing that.

if the above doesn't do it enable debug logging and share the log files:

Did you install VirtualBox? VM? Or any similar application to run more than one operating system on Windows?
try this

Code:
Windows key+X >> Device Manager >> Network adapters >> Disable all adapters except those you use to connect to the Internet.

Even if you are not using VM, it is best to disable all adapters.

These are some of the most important reasons in addition to the use of a VPN or antivirus.

@alex777b has the same problem so reading this post may give you more details ----> 3.3.8 not connecting since days (https://bitcointalk.org/index.php?topic=5175046.msg52146926#msg52146926)?

I just had the same issue as the OP yesterday morning.  I had two wallets open, both watch-only wallets (ypubs from my hardware wallet) and had no problem synchronizing those.  Both had new transactions to sync so I know they were connected.

I then opened my desktop hot wallet which I was expecting a new transaction to populate also, but nothing.  I knew there was one transaction that needed to sync, I had the transaction hash, the blockchain showed it confirmed, and it was definitely my address so I persisted.  I even tried to load the transaction manually, and it still balked.  That's when I started selecting other servers.  It took me a couple of tries, but the third server chose did the trick.

I don't know if this is the same issue plaguing the OP, but seems like it might be.  But it brings up a question; If you copy a wallet file from one computer to another, will the file remember the most recent server to which you were connected?

if other wallet files that you open inside the same Electrum instance can successfully connect to servers and sync and only this one particular wallet doesn't, then your problem is most probably with a particular transaction that your wallet gets stuck on verifying. you said you have tried recovering from seed and also on another system so i am confident this is the issue.

last time this issue happened in Electrum it was with particular SegWit transactions that the wallet failed to parse so it got stuck at syncing forever.
now all you have to do is figure out which transaction is causing that problem so that the "bug" could be fixed by devs. enabling logging as @Abdussamad linked above could help.

Hi ! see link

[suspicious link removed]

Thanks !

Oooppss... that's a bad link to those who click the link will redirect you to the guide on how to add a server and the listed server only 2 are trusted Electrum server and the rest are unknown server and possible those servers will push you to download a fake Electrum wallet.

So, be careful, Don't click the guide or link above.

@carlska
Don't trust the ElectrumSupport user. He is in no way connected to Electrum. Electrum has been around for years and this user created an account in NOV 2019. He is probably trying to find ways to hack/infect or steal other users money.
