One of the most common ways to promote your project is:
1. make an ANN so the people can discuss about it.
2. hire someone to make a set of signatures
3. hire someone to manage for you a signature campaign.

These should help:

Another option is to advertise through the entire forum with the ad slots and that is through Advertise on this forum - Round 301 (https://bitcointalk.org/index.php?topic=5227958.0).

But before bidding, read the auction rules first.

all the given advice above requires budget mate,i am just reminding you because these days there are couple of threads that wanted to advertise and asked for services and help here in forum but all they want is "Free" so better clear this one here, but if you are willing to spend?then better also to evaluate how much because those services has different rates and quality of works(but of course the second advice needs to be in auction ) Hope you get every details posted here in your thread.

Hope you'll find success in your project.

If you provide more info about your project, chances are you can find better deals here on bitcointalk. There are may people here with good amount of experience but they won't waste time guessing what is the offer here.

Make a thread there that you are looking for a translator for that language or check the nearby boards ANN sections where you could find lots of translators and pick those you like.
If you are interested in translating from vietnamese into English, you can contact me. Naturally, we can conduct the initial test, after which you will make a decision about our possible cooperation.

last active february 18,  i dont think the OP can still read what you are suggesting, maybe the service he is looking at is he find it already way back that time. That's why he never answered any reply here.

If he still looking for promotion i am sure he will always update this thread and will look for other member's suggestions.

Just like everyone else have said, you start by making an Announcement thread in the altcoin section, this will serve as an introductory thread of your project, it should provide enough information about your project.
Secondly, (this is if you want to official promote your project on this forum and outside this forum like Twitter, Facebook, Reddit, LinkedIn, discord, YouTube, telegram etc) you can hire a good campaign manager(there are several of them here on this forum) who will make a signature and as well manage your campaign for the duration or period agreed upon.
This is a great way to build your own community of supporters and investors which if you decide to launch of fundraising campaigns, you will have people to invest which in turn, will help you raise money for the development of your project.
