Anyone who breaks a serious rule or frequently breaks rules frankly deserves a negative vote.
A voter should be able to downvote or up vote anyone in complete anonymity if he/she wants... The most important thing is that he/she has a legitimate and serious reason for up/down voting someone. When voting against someone anonymously, it's better to attach the rule he/she broke together with comment & reference. The anonymous voter could aswell be penalized by other voters if the person didn't really break any rule ✴ Decentralized communities should also try to find a great way to link anonymous users to their unique identities without violating their privacy... This is just incase the anonymous users commits serious crime and needs to be identified.
