I am complete not aware of what would be the price range for an operating exchange business but definitely not in $1.5k to $1k levels. Other than what Gembul mentioned, I doubt you can find anything great if your budget is only $2k. Might as well built it on your own and register it in Estonia. Not to mention there are several open sources DEX out there that could compete with your exchange.
