Who can promote my English-speaking crypto related Telegram channel?

You may get some offers here for promotion since you made this post but be aware that majority of the people trying to sell you subscribers are actually ripping you off because they add in bot users who inflate the subscriber count but dont actually do anything useful for the channel. But I guess you are looking forward to that only because you said "channel" and not group.

A better way of doing it is to start a giveaway in this forum in the "Services" section where you can reward those who join the channel and remain there for sometime to ensure the count for a month or so and then giveaways every few months to make sure they dont leave the channel. That is how you grow a channel in an organic manner.

You have several methods that enable you to obtain followers and some of them enable you to buy them, but if you want real followers from the forum, you have one of two options:

 - Assign a campaign manager: You can hire a manager to promote your channel and then pay to him.
 - Payment to users: You can pay to join your channel after you put the money in the escrow and then give about some satoshis to each user who made a certain contribution.

Or he can attract members with quality content and useful information. I am not sure what is the purpose of the Telegram group where are all paid member inside. More than half of them will leave this Telegram channel after received payments. Plus multi accounts.
Also adding fake members does not mean anything, only to show your service more serious than he is.

This is a better content and it's rare to see telegram channels that are doing this kind of service to their channel members. Most of the telegram channels lately are more for obvious promotions and marketing but don't contribute something important like this.

Might be part of the marketing, they'll get a lot of members and then they'll offer companies to work with them and advertise their products, services through that channel. While the advertiser isn't aware that most of the members came from a service of joining and got paid.

Like what they have said  I won't recommend you availing any kind of services related to Telegram promotions as based from the services I have seen they are always about boosting the numbers of your member up by either using bots or members who will be dead in terms of activity in a month. I won't also recommend you availing campaign managers to promote your channel since it would be the first time I'll see someone only wanting to promote a Telegram channel without a product/project behind it, plus it will be expensive for your part. The best thing you can do right now is to promote your channel on your own through social media groups related to your channel or just simply asking your existing members to promote your channel for you, like how Youtube channels ask their subscribers to "share and subscribe to show support".

Promote your channel using the social media platforms and by there you may possibly grow your channel organically, Don't use the services offered to add telegram users since you might get a fake users or the added person without their permission will report your channel and provably your channel will gone for that matters. If you have money to spend on promotion might best to run a media campaigns since its effective strategy.

I know many telegram channels who promote your channel but they promote only for paid person.

Facebook pages are best way to promote your telegram for cheaper or free of cost and that kind of promotions are going to bring the real interested people into the channel.If you are going to buy peoples from someone either it will be bought or renamed channel where people have no idea about cryptos.

If he do it for by his self for sure he can cheaply do that since he will never pay anyone to promote his site but this is not enough to maximize the promotion since we really need to have a good exposure to get a good result so the best option for that is to run a ads campaign in anywhere that have a great user base so that he can get a positive result on that matters.

creating pages on fb are a free of cost but theres also premium or paid service which they will expose your page on the fb's homepage .

  fb cant be enough if we do want greater result , we need to promote on different platforms to be able to achieve that . he ask for it so he is also willing to pay  but before anything else , he can start promoting here on this forum because this is the biggest crypto platform  ever .

Bro I 'll tell you search any good youtuber with more than 10k subscriber he will promote your channel but he will chrarge some money but always search those youtuber who made videos related to your channel content

The way you might be able to do besides buying members who can join your channel is to promote even more.
