But what do the three different numbers in the row "optimal fee" mean?

Op is asking about something related to this blockchain explorer btc.bitaps.com mentioned in topic title.
It seems he is a new comer to the crypto club. Don't be so harsh with him.

The optimal fee you see is calculated based on the fees of the transactions added in the actual block and maybe compared to other fee rates during a determined period of time. Maybe you have noticed that the lowest value among the three values of optimal fee is categorised as the best fee.

Those 3 values represent 3 transaction options of minimal, optimal and Express according to https://btc.bitaps.com/privacy

Thank you, it's the first time I've seen a Block exploper do that.
There is a real-time update, a display of prices from several platforms, which is missing depend on the charts.

You must distinguish between the expected fees in MB and vByte, as they give you an indication of the extent of the fees, by which you can obtain assurances at a certain time.
I think the chart below (Fee rate distribution) gives more accurate information about it.
