Why did you attempt a trade today with a user that has been tagged for over a YEAR(!!?!) with negative trust for being a scammer? ??? ??? :o :o

Unfortunately, scams are not moderated here... so scammers will NOT be banned. They get tagged with negative trust, and if you are a victim, you can also raise a flag the others can support, which helps warn others.

You'll need to provide proof as well... include screenshots of emails/IMs etc. here... and then link this thread into your flag. If you have lost money then raise a type 3 flag ("This user violated a written contract with me, resulting in damages.") here: https://bitcointalk.org/index.php?action=trust;addflag=2557410

Are you really do trade with him? Sorry for your lose, take it a lesson for the next time. That's user has been tagged and flagged from many DT members, and you should aware about it before trade with him. You should understand both  trust feedback (https://bitcointalk.org/index.php?topic=5191802.0)  and  trust flag (https://bitcointalk.org/index.php?topic=5153421.0) in this forum
Stay away from user has get negative trust and flagged or DWYOR

why is not banned yet|?

Usually user get banned if he is caught plagiarism or use alt account when he's main account get banned (ban evasion). Scammer not get banned if he not do that, only get negative trust and flagged

Edit :
so why you don't bann him? you saw that other people made transaction with him too after he scammed few people, i have an account here from 2015 but didn't know about that reputation to be honest.
this account is him too  https://bitcointalk.org/index.php?action=profile;u=2750388

why should i put a proof now if nothing will happen?

@HCP and @suchmoon already answer your questions, this questions has been discussed 2 years ago, here the thread https://bitcointalk.org/index.php?topic=4818411.0

You already got your answer above - scams are not moderated. Not that banning would prevent them from creating a new account anyway and you would still get scammed if you don't do any due diligence.

Do you have any proof to link these 2 accounts? ??? If so, post it here and the 2nd account will also get tagged.

It won't get your money back, but at least it might help stop someone else from being scammed!

yes but if they get banned i more hard to scam right? because they need to make new accounts and people won't trust to make a deal with new accounts so easy but if they don't get banned the accounts getting old, they get lot of messages from posting here and people will trust only when they see their profiles.

Yes there is a connection in those accounts by name, he contacted me in private first with one account and in my threat with other account. i contacted the user from dm on telegram and i contacted the user that responded me in my threat via email and both have same name on telegram and on email. so not even having 2 accounts here trying to scam other people isn't a reason for a ban? :))

Using same name in 2 accounts prove that is a really idiot or maybe retarded, maybe we should give him more money, i bet is ugly aswell.

from one little search i see that he have another account here, 3 accounts lol,

3d account

The user who scammed you is a Jr. Member. That's literally only 1 step above a total newbie and gaining that rank requires only one merit. So no, it wouldn't make much of a difference for the scammer if they get banned.

But it doesn't really matter. Scams are not moderated. Multiple accounts are allowed. That's how it's been since forever and that's extremely unlikely to change. Due diligence is a must if you want to deal with someone online, and that's not just limited to Bitcointalk. If anything, this site provides good tools for due diligence (e.g. the trust system), you just have to use them.
