Title: Why exactly memberlist is disabled?

Why? And why the "MEMBERS" button still exists... There are many PM restrictions that wouldn't let spammers do anything.

Viewing all member feature is disabled the same as the statistics feature because it takes lots of resources to get from the server and cause the forum to have downtime imo while the search for member feature is still working so there's no need to remove the Members button.

Is this up to date with the current 12 million members? If yes, do I have your permission to take it and recreate the memberlist?

There are "only" 2804491 (https://bitcointalk.org/index.php?action=profile;u=2804491) profiles. My list up to date and gets updated once a day.

It would be great if resource-intensive restrictions were lifted in relation to rank progression, similarly to the time restrictions with forum actions.

Certainly, if any user is particularly egregious, they can be singled out and there will be diminishing impact on the forum, no?
These developers really aren't pushing out the QoL patches, tsk. Maybe eventually epochtalk will leave early access ::)

Don't mind the members button still exist as what bl4nkcode explained. In my opinion, the search member is useful when you want to know if someone is creating an account with almost same name as your bitcointalk account or impersonating your account for bad intentions.

I don't think the restrictions are in response to 'human' use of these features, but rather automated queries such as what the OP is wanting to do.

Solving a rechaptcha could be required to access each resource intensive page, on each page visit would solve this issue.
