I remember making a report against that user earlier this year, he had two banned profiles already. I'm sorry mods didn't act on my report, they must've missed it.

A tiny bit of advice if i may, always search for account names in Meta and Reputation, especially users you don't know or you haven't interacted much with.

Imagine scamming just 0.25 ETH ($50) at the current rate thinking they have made much and losing a senior member account to negative feedback in the process. The account alone could make more than $50 with in 2 weeks in a bitcoin paying signature campaign

Good to see that you are trying to reach the defaulter through his friend and wish you will be able to do it successfully. I don't think loan defaulters think about their reputation where they only need money anyhow. I don't know exactly what going to happen for this case but expecting something positive.

If he wanted to pay then s/he could pay a long time ago, also he noticed everything on this thread as he logged in into bitcointalk after the scam accusation created and also before creating this thread a few days ago I sent him/her message. Also, s/he has seen his/her negative trust which I sent more than 1 month ago. I created a flag as s/he was active and there is a chance to make any other scam. I think now s/he will also not be able to join on any signature campaign even on the ICO project. But I doubt s/he has many more accounts, that's why s/he left his/her account only for a few $.

You can't change someone's intention if the guy don't show any interests from his side. Something simillar happened here and bad luck for the lending service provider this time. Cryptovzla came to online yesterday but didn't feel it necessary to give any explanation about his debt. I think he already got enough dates to pay the amount but failed to pay back.
