Title: My First Question in the Forum Since 2018

Greetings Bitcoiners !!!

I am a new member of this forum who registered an account a few minutes ago but I am no longer a new person in the forum because I have known forums and bitcoin since 2017.

Honestly, I have a main account with a ranking of members who actually already have a bad reputation because of an error that I never wanted in mid-2018. And from then on I decided to stop using it because I was very disappointed and now I never want to make mistakes again and want to be part of a forum that is useful for all. 2 years have passed quickly and this my first post since 2018, can you tell me about new things so far in the forum ?

Mid of 2018 hasn't been too long Imo. Since it was middle of that year(2018)then I'm sure you were in the forum the time the merit system was introduced, so this are the new(important)things I think you missed out on:
Enhanced newbie restrictions & requirements (https://bitcointalk.org/index.php?topic=5030366.0)
Trust flags (https://bitcointalk.org/index.php?topic=5153344.0)
Bumping changes on some boards (https://bitcointalk.org/index.php?topic=5183553.0)
There are more, but I think this three are amongst the most important new things to have happened in your absence.

If your account was banned and it's still banned, then it's against the forum rules to use an alt account, and this account will be banned too.

If you are only avoiding negative trust, then the forum members will find out your original account and will tag this account too.

If you want to resolve your negative trust, you should just contact the person that gave you the feedback and try to talk it over, there's a small chance they will remove their feedback.

But it seems OP is not banned at all as he/she said, only got a bad reputation. Still not a good move to create a new account.

But this is called Ban Evasion and it is against the rules of the forum.

If you are banned and decided to create a new account, you should only use it on Meta Section for ban appeal on your account, like if you want to defend why you are banned.
25. Ban evasion (using or creating accounts while one of your accounts is banned) is not allowed.[e]

Welcome back to the forum.

While the OP did not mention what errors earned him a negative reputation so he left his old account and started with a new account.
OP, can we know what caused you to leave your old account and start with a new one after 2 years ?

I think nothing has changed too much about the forum. Although there are some additional rules for new users, but I think you already know because you left the forum in midle 2018. @Coyster has mentioned it for you.

This forum is a friendly place for anyone if you are here because you want to gain knowledge and will become hell for those whose purpose is to become a troll or spammer. You can be a useful user if you can make a good contribution to the forum especially if you have an interest in something like eradicating spammers, cheater detector or other useful things depending on your ability and will. Determine your interests initially if you want to be a useful user.
