So I thought it would be cool if there was something that would notify you whenever the mempool is most likely congested or cleared. If you want to send bitcoins fast at the cheapest possible fee but don't have the time to monitor https://jochen-hoenicke.de/queue/#0,24h because you're on the go or doing something else, a mempool notifier would be helpful. Maybe you can also use it as an indicator for trading as well.

I saw this website https://cryptocurrencyalerting.com/bitcoin-mempool.html while I was searching. They offer a free plan for those who wants to test it and a paid plan with more features. If you want to try, please read their terms and conditions first. They will ask for an email when you sign up. You can create another and use it for this purpose only. There are a number of ways to get notifications but please don't choose the options that asks for your mobile number. Always think of your security and privacy first.

Do you know of other bitcoin mempool notifiers?

I did not know about all of those mempool notifiers in the list. So thank you for the list of dozen notifiers. It is helpful info for my thread Bitcoin Transaction Fees - Everthing in one (https://bitcointalk.org/index.php?topic=5153031.msg51424773#msg51424773). To be honest, in reality I don't think I would go to use all those notifiers just to check mempool but having a list is good. People can look at the list, get experience and choose the most favorite one to use.

I'm not really looking for other mempool viewers since I'm already satisfied with jochen but thank you.

What I was asking was a notifier than can alert me by email or by social media apps like discord or telegram whenever the mempool size goes above or below a certain level.

For example, the current mempool size is above 25MB. I want to send bitcoin but not with the current fees. My plan was to wait for the mempool size to drop below 10MB but the problem is I'll be busy in the next few hours and I won't be able to monitor. A notification message would help me send on time before the network becomes congested again.

Although such a tool would really be handy, I don't think you really need that. You can simply send with low fee whenever you want & wait for tx to be confirmed. If you feel hurry, you can increase the fee anytime later.
I guess building a telegram bot for compiling such a job isn't too hard. I will look once I get enough time and share with the community if I can compile one.

What's the point of trying to see what the mempool is empty to send a transaction, just send it now with a lowe fee and when the mempool is empty it will be confirmed, you don't have to wait and send it exactly at that time.
Besides, how can you send something fast when you're waiting for something else, you might be sending it fast from that moment on but it will be pretty slow since now.

There are times when 2-3 blocks get mined in a minute two, so by the time you receive your alert and finally manage to send the transaction because of luck you might have to wait 30-40 minutes for the next block so the alert will be useless as the mempool will be clogged again by then..
