It is not safe to use PayPal for peer to peer transactions and no one will afford to send 5$ in Doge even it's a small amount. Use another paiement method like btc or Visa and you will surely find a good way to purchase what you need. It is also not obvious why do you need only 2000 Doge because it's a very small amount to be traded.

PayPal is a bad way to buy DOGE because most of the money will be lost in fees and you want to buy a small amount.
Try to buy Bitcoin in any way, either through platforms or through a person or through credit cards or buy a gift card and sell it at a lower price.
Then you can convert any amount of Bitcoin into DOGE at much lower fees.

it says bestexchange supports btc , eth and ripple but i havent see dogecoin on thier signature text but an exchange shall support many kind of coins not just three kinds  . not sure of thier reputation because this exchange recieve a mixed feedbacks before but this is now promoted on this forum , so it could be safe to trade on them .  not sure if they support paypal because this is a crypto based exchange.  the one that can support paypal are non crypto related  markets , his best option is to look only for deals on this forum

ChangeNOW allows only crypto to crypto exchanges and giving out your visa is risky than to use paypal and find a genuine trader and verify your ID with them.

I think OP is trusted enough to not scam for a mere 2000 doge coins but yeah Paypal is pretty risky and even family and friends transactions can be charged back as unauthorized transactions and you are just living by the mercy of the sender if you are using Paypal anyways.

I would advice to visit localbitcoins and verify your id with a trusted seller and just exchange with them, make sure you don't give your ID to a scammer though.
