From where you sent BTC? Are you sure that you sent in this address? There is a balance of 0.011 BTC in that asdress at the moment. Check- https://www.blockchain.com/btc/address/17oJbtksDxPF6jrKJyetqg9UBEoMyQyesY
If the balance is from previous, please share the answer od the above questions.

If you are in control of private key for this public address, everything is fine, your bitcoins won't go anywhere. You can always spent those bitcoins through any bitcoin wallet that allows private keys import. Please always make sure that address you are sending bitcoins in is correct, it is better to not write it by hand, use qr codes or copy paste command otherwise. After that, double check first and last characters of the address to avoid hackers attacks.

Hm, did you maybe send BTC to one of those sites promising you double BTC, as you are mentioning "BTC not sent"? If that is the case, then you got scammed, nothing can be done about that. I might misunderstood your issue though, as you didn't provide much info.

Answer all of the questions @OP. I'm also confused what do you mean by not sent. If that address is owned by a person you're dealing, it's on that address and received and confirmed by the network which is basically the amount of $130 during the time(bitcoin plummet just now) you sent it arrived to that person.

Which means, that person is basically telling you that he hasn't received the coins? is that correct? But the fact that it's seen on the blockchain and confirmed which you seem to know it, the guy is fooling you that you haven't sent the amount.

There are a couple of ways you could do in order to verify if you were hacked, sent to the wrong address, etc.
1. What wallet are you using?
2. Do you think you were compromised with your PC?
3. Maybe re-check again, maybe it's just not confirmed and you just have to wait.

Just like what the others said the balance is 0.01117714, the price right now is around $101.5, and it's quite close to what you have mentioned with $130. The price have gone down a lot with recent hours that's why it decreased in fiat value.

The address already received and completed all transaction in the address its already has its balance, I'm thinking if it doesn't appear in your wallet even if you already received the balance.

Surely the problem is the wallet you are using, if you have the private key it should be good to go, I suggest waiting for a few days maybe the wallet you use needed some time to verify if it doesn't go and report it.

It might be the wallet since I experience something like this when you're using a custodial wallet. Numbers in the balance account are just codes etc.

Checked it and there is still unconfirmed transaction it will eventually confirmed no need to worry I also experienced that I have a friend who helps me accelerate my transactions you can also ask for help to accelerate in the service section, sometimes transactions can took hours depending on the network and if you put a low fee on it.

It is still unclear.

OP has to make it clear whichever he's talking about. The details he has given is very limited so we're all guessing what's the exact thing happened to him.

As his title says, he's probably scammed by someone which could be the owner of the address he posted.

After that, double check first and last characters of the address to avoid hackers attacks.
Sometimes only checking first and last characters could not help hackers attacks. I will suggest double-checking all the characters if possible or check first, last and few middle characters instead. I was reading a post by Loycev about how we can lose bitcoin by copy/paste or something like that. Maybe you have also read it. How to lose your Bitcoins with CTRL-C CTRL-V (https://bitcointalk.org/index.php?topic=5190776.0) :)

I was thinking about vanity addreses while making that post. It is not enough to check first characters of your address since hackers may be prepared to generate first characters of your address if there was a short number of special characters in your address. It doesn't take much time for hackers to generate first 4-5 characters, however it almost impossible to compute 4-5 first and 4-5 last at the same time. So, it will be safe enough to double check first and last few characters to make sure you will not be tricked that way.

I would say it is not necessary to check the whole key, nor type it by hand, for example. My choice is using of QR codes and double check small chunk of visual information after. It is optimal in my opinion, still it depends on the amount you are sending, you will likely to leave transaction unsecured to buy a cap of coffee.

I don't understand.
Who did you send bitcoin to? Your other wallet? Someone else? Were you buying something and they didn't give it to you even after some confirmations? How did you get scammed?
We cannot help you if you don't give some detail about why you think you got scammed $130.
