You should provide more information. Your post is all confusing. Are you providing some sort of license for gambling? Or is it more like purchasing the app license from you and create our own casino?
I would tell others to be careful when download random application from the internet. Who knows kind of spyware/malware those apps are filled with. Even the title says you can find it on the app store, but the link is some other thirdparty website.

I think he is offering the source code for these games, Billiards and Ludo.

The problem of the app is it can be copied or create the same design  but different owner more like a fake mew for example. Google play store does not take time to block such apps so that people can be safe from fake apps. What does this app can do?. I don't want to download it first just to be safe.

That would be really cool if they can actually place some known users that you can bet on while they are playing a game in since it is a gambling application. Placing bets on users that are great players on on-screen billiards would still be thrilling since it also requires skills to play pool. I also think that they at least should place other currencies other than USD since it might be popular around the world. Cash outs option can also be nice if you can take it out on banks.

My understanding, he's trying to sell his coding of the game. This can be used into gambling. From the profile of him, it is clear that he's from India. In recent days Ludo is trending among the girls while pubg is being used by more number of boys. With this into consideration he might have developed this billiards game. It's a little unfit for me personally because according to my point of view, you get a lot of users is better enough for your gambling, not many people will be interested in using your service if you only use the application to pay a large enough amount

There is a fee to avail any of what OP offers, it can be a liscensed to put your app on playstore or play the ludo apps, while there are tons of ludo apps now or exists in play store. It's same like offering services as OP is offering liscensed extension to be able to use the applications. Better check the profile and legitimacy if ever there is some who wanted to pay.
