The user souadkhaled (https://bitcointalk.org/index.php?action=profile;u=1194706) wanted to buy a Legendary bitcointalk account. For that, he contacts with the user RemLa1 (https://bitcointalk.org/index.php?action=profile;u=2820920) His ann thread: Legendary with green trust (https://bitcointalk.org/index.php?topic=5256999.0) and get scammed.

As I know, it is not forbidden to trade with Bitcointalk account. You can tag them, but I think it is neutral feedback is appropriate in this case, if the account has not been used for any fraud. although that won't mean much either, because it's a new account and you don't know which Legendary acc is was in the trade option if he was at all. He is scammed, and never got that one acc.
if there is no fraud, neutral is okay just as a notice for future reference.

Thank you for your response. Yes, You are right that the victim account is new and they don't know much about this. ( again sometimes they do it despite know about bitcointalk account trade is not trustworthy due to they think they are very greedy. Unfortunately at the end they victim of scam.

btw I will wait for some few opinion. If I don't get I will give him a neutral feedback.

Buying accounts is technically not against the forum rules, but it's unethical and highly discouraged. It shows an attempt to cheat the system and is most likely a means to simply monetize the forum or attempt to scam other users using a higher ranked account. Also, the buyer in an account sale is as complacent as the seller and getting scammed does not indemnify them.

The users' profile is new but it's difficult to tell if the owner of the account is, it's also impossible to tell the motive of the purchase. Imo, a neutral or negative could be appropriate.

Account selling causes harm in the Forum either through scamming, or deception (or any one of a dozen other ways).  There will be those who will tag these accounts and hopefully over time the sale of accounts (coupled with the need to accumulate merits) will dwindle as more high end accounts become unsalable.  Any well known accounts that seem to have been sold or hacked (think "Bruno") will also get tagged so you're right, sales aren't "illegal", but they are heavily frowned upon.

Given some well known accounts have fallen silent in recent months, I can't help but wonder if Theymos has told these users to choose between their alts and allowing just one voice to remain while the rest are silenced.

Most if not all DTs agree that bought accounts should be red tagged.
And as the red tag serves as a warning for others not to deal with the account owner then both the bought account and the buyer's account should be tagged since they are controlled by the same person (just my opinion).
The most important here is to know the legendary account offered for sale (assuming it really exists). The other one is just a newbie with no history and probably wouldn't care about any negative feedback.

Account buyers and sellers are tagged by some DT members. If you want, you can also tag him for attempt to buy accounts. It's your standard how you use the feedback system. Personally, I would be good with a neutral tag, only for letting people know that accounts changed hand etc.

With 500+ DT-members, there's probably someone who thinks he deserves a tag. I don't tag users for this.

It's not possible to have 2216 Activity more posts.
According to BPIP (https://bpip.org/report.aspx?r=mostposts), there is no user with 8286 posts. There's also no user (https://bpip.org/report.aspx?r=mostmerit) with 1282 Merit.

Yes, we are more than 500+ DT and their opinion is not same always. But we should learn from the most senior/trusted members here.
