Who owns the address you sent tokens to? Does the address come from an exchange?

If that address is owned by an exchange, now those tokens are in control of the exchange and the only thing you can do is to contact their support. (Exchanges usually doesn't help in such cases)
If you own the private key of that address, you can import it into a wallet that supports PAX and access those tokens.

By the looks of it, looks like that address does not have any previous transaction history. It looks like nobody owns it. Sorry to say but your chance of getting that money back is close to zero if that is true. You might try bruteforcing the private key with vanity generator but it would take years.

Another option would be to request help from PAX, since they can simply issue new tokens for you. But the chance they're going to help you is also small.

This really isn't necessarily true. Many exchanges have unique addresses for each customer, so having no transaction history is 100% normal. Besides, he didn't just pick a random address to sent the coins to. He was going to send USDPax and he knows that this is a USDT address, so the address is most likely owned by a service he uses.

0% chance of this happening. What are they going to do? Just give him free USDPax and let the ones in the address alone? Or block the ones in the address and re-issue them to OP?

Case 1:
- I send 100 USDPax to my exchange, trade to BTC and withdrawal.
- "Oh, I used the wrong address, please give me the 100 USD back"
- They block the exchange's 100 USD and give me 100. Now I have $200.

Case 2:
- I send 100 USDPax to my other address.
- "Oh, I used the wrong address, please give me the 100 USD back"
- They just give me 100 USD. Now I have $200.

They won't give you any private-key... You need to contact them, explain that you sent them the wrong coin and ask them to recover it to you.

They are the only ones that can help you. If they don't, your USDPax is gone.
