Your link is incorrect, there is no Costa Roca, maybe you meant Costa Rica, but then the supposed agency of Department of Commerce and Taxation wouldn't operate in a foreign country. There is a Department of Commerce, but Taxation is the IRS. The IRS has its own enforcement officers within the country. Where did you get your information?
