Regarding what you are asking, I don't see that there is any difference between buying from Belgium and buying from most industrialized countries if you use a bank account. I would start with Coinbase, but later on find out about hard wallets and save your bitcoin there. Remember the phrase "not you keys, not your bitcoin". There are lot of options in BestChange, where you can select with different rates and also different payment methods.
