Neven seen this kind of problem exactly, but with my Gigabyte 5700 I had some problems if I make a custom fan curve and using MSI Afterburner together

I suggest you to uninstall all overclock programs, use DDU (https://www.guru3d.com/files-details/display-driver-uninstaller-download.html) to uninstall drivers completely, update windows, update drivers, update bios of motherboard, chipset and try again
Use only Radeon software to overclock, undervolt and make the fan curve for your GPUs, and tell us the result, you probably have some software conflict, because at least with one driver your fans work normal, so it's not hardware problem.

there is an auto fan off feature.  fans wont spin under a certain temperature.  maybe thats your problem, your gpus are too cold :)

i do notice it does come on by itself after it gets hot.
it just worries me that it does that.
anyway to force it to come on?

yeah with morepowertool you can turn change the temps at which the gpu starts/stops the fans.  might be another way in wattman but I dont know.  Maybe use a fan curve that makes the temp stay just above the cutoff point, which is 50c ?  might depend on the 5700xt model

If this is the "problem", it's not a problem  :D
It's completely normal, the manufacturers put fan curve to only turn on fans when GPU is hot

You can easily set fans on manual mode on Afterburner

Look, you have to go to fan speed slider, click on Auto to deactivate the auto feature, set the percentage you want, and click on check button, that's all, your fans will start rotating at the speed you put
