The best exchanges don't offer a free listing.
Just look for new exchanges, usually they open a free listing as their promotion. But you'll hardly get any trading volume at first, their liquidity is low. Some may contain fake volumes that are part of their promotion.

I agree. Free listings are only applicable to those exchanges that don't have a lot of customers and just newly launched. And what's worse is that they can delist you if they started to increase in volume and traders. Binance has said before that they can do it for free but do convince them with your project that it's worth it to be in their exchange. AFAIK, there are exchanges that do it through community votes. I don't know what exchange in particular that still does it, DYOR.

Have you tried Uniswap?

Generally there are very few good exchanges that offer free listing fees. Most of them are either shit exchanges or have no liquidity or adequate daily trading volumes
I can see from this list that there are exchanges that offer free listing though I am not sure if their terms have changes by now since it's been a while but check it out - https://bitcointalk.org/index.php?topic=5079048

Have in mind that your coin or token in question has to be a high quality project and exhibit a high future potential if you are to stand any chance of getting a free listing from a great exchange

Many, even Binance still do (most recently around last June).

The best solution to listing coins for free is by community votes. In the past, I have come across several projects that are listed on the market quite well known for their community support and having a sizeable trading volume that has caught the eye of the exchange itself. And that will happen if your project has been listed on other exchanges before.

maybe now there are exchanges that apply a free fee for listings, but believe me if in the future the exchange has significant developments, surely the payment method will be applied there and that often happens on some exchanges

Self listing on good exchanges on happens if the project is a very good one with incredible use case, there are few projects that became noticable to top exchanges and they were listed without the devs paying any penny, to make this happens depends on the capability of a new project, if you want free listing right now the only solution you are going to get is UNISWAP because it's a DEX and presently the best one

What are the reasons why you seek for a free listing?

Lack of funds ? Try getting listed on exchange by voting competition. Like the one Atomars run for example. If I'm not mistaken, crex24 used to run free listing voting contests.
You can try to list your altcoin on https://www.saturn.network/. They allow to add altcoins for trading by yourself. But I have no experience with this exchange. Cant really help with it.
If you want a free listing because your intentions are to scam people and you want to spend as low as possible to create a scam projects - then bitcointalk is not a place for you.

if you are wanna doing self listing and that menas if you should go to the dex. as far as i know if you will never find a cex that will not charge you the fees. the fees will always be a part of negotiation with cex and you cant avoid it. the only chance for you to use uniswap or idex. small cex needs at least a few thousand dollars until 2 btc to list your token the only choice for you is dex

free listing and self listing got us a bad impression and i also believed that theres no such good exchange that posses that  but what could he mean when he said best is the exchange that have those features but are better than the others .

i hope you guys know what i mean .

why would a self listing exchange delist you when your the only one that list your self on them ? you should also be the one that can delist your coin and not them .

1. Uniswap listing is free and anyone can list their tokens on this DEX

2. Watch out for voting competitions, I've seen few new projects getting listed on top exchanges like kucoin and binance with voting

3. If your project is promising enough some exchanges can list your token or coin for free, we call them unofficial listings, though the project must be different and very good for this to happen

the only best thing should be the exchange site that allows its users to did a free listing like the decentralized exchange site or swap service. I didn't see any other option other than this but when you wanna pay a small amount of money and hotbit could be the best choice for you. You have no choice other than the decentralized exchange site like FD and swap service like uniswap.

I thought that you can also lising your coin not only on uniswap but another swap service that supports your asset

The best self free listing exchanges I know are DEXes. Uniswap, Forkdelta and some other dexes. On Uniswap, you can simply add liquidity and immediately let investrors know that liquidity is being added.
On Forkdelta, you can add trading with your token contract address.
These two works for Ethereum tokens only as I've understand so far.
