As far as I know, bitcoin.org don't have their own wallet. They have only recommended some wallets.
For IOS users, they have recommended Bither, BitPay, BRD and Edge. [Ref. (https://bitcoin.org/en/wallets/mobile/ios/?step=5&platform=ios)]
What wallet did you use?

You can try to use the seed backup with Electrum.

You can download it from here https://electrum.org/#download and be careful with fake Electrum websites.

If the seed you are trying to restore with Electrum doesn't work try to enable BIP39 you can find it in "options" under the same page where you paste the seed phrase.

Or much better follow the whole guide from here "Restoring your standard wallet from seed(Electrum) (https://bitcoinelectrum.com/restoring-your-standard-wallet-from-seed/)"

There is no "bitcoin.org" wallet.
This site lists a few wallets for you to choose. It would be good to know which wallet you have downloaded.

[...] i do have the seed to recover it.

That's good!
This means that you can download any BIP39 compatible wallet (e.g. electrum (https://electrum.org/#home)) and insert your mnemonic code there.
Make sure to choose the correct derivation type, depending on the addresses your old wallet had:

  • "P2PKH" to restore addresses starting with 1..
  • "P2WPKH-P2SH" to restore addresses starting with 3..
  • "P2WPKH" to restore addresses starting with bc1..

Im on a windows laptop now and downloaded the bitcoin.org wallet app but it just created a new wallet.

There also is no "bitcoin.org wallet" for a desktop system.
Did you download bitcoin core? Because that wallet is not BIP39 compatible and you therefore can't restore your wallet using a mnemonic code.

Unless you are more specific about the actual wallet app that you downloaded and installed, no one will be able to help you recover with the seed.

"bitcoin.org" do not have a wallet app... they list a few "recommended" wallets: https://bitcoin.org/en/choose-your-wallet?step=5&platform=windows

Out of the list for Windows desktop wallets, which one did you choose? ???

The problem are,
1. We don't know when OP access bitcoin.org
2. Bitcoin.org sometimes change list of recommended wallet due to various reason
1. "Recently"... as that is when the OP broke their phone and tried to download a wallet from bitcoin.org to their laptop. I would assume they did this sometime with a day or two of posting their message.

2. That is true, but that list hasn't changed in the last 7 days, as far as I'm aware.
