I am in need of virtual visa/master card which can be purchased by the crypto currencies. Although there are few sites which provide you this service but they are expensive. For example they give you 5$ visa card for $9. Is there any site where i can buy cheap virtual debit cards ?

There was already posted a list of cards which can be top up with bitcoin/crypto. A few of those also offer virtual cards.
The offer depends on what country you are from and from what I know all of those cards - virtual or not - require KYC if you want to spend a significant amount from the card.
But if you want "disposable" virtual cards (for few uses) then you're out of luck.

Can't the Binance card be an option?

If you use the paywithmoon.com browser extension you can use the lightning network to create single use debit cards for every purchase. There are also some prepaid cards available from eGifter. If you need a reloadable card that might be more difficult unless your willing to do KYC and give all your information to these debit card providers.

These cards were good in the past, but I will recommend them. Only recommend them after you do your own research as many clients have reported that they do not work.
Generally, why do you need debit cards? Many sites accept gift cards or pay with a third party that accepts gift cards.

I ordered a Visa prepaid card via Ownr app and paid in ETH for that.
