Turn to compute mode,it will give you 26mhs. Then you must oc your card: Core = 1150mhz/ voltage 900mV. Memory= 2050Mhz/ Voltage=920mV
What miner are you using?

We have a newbie in the house, @Nisai go to AMD driver settings and find compute mode, if you don't know how ask Google for direction, also I would like to know the type of memory you have on that GPU, Samsung or hynix? Or even micron?

Find wattman and fine-tune that graphic card and you will easily achieve up to 32MH, here is the right settings using wattman, though it depends on your GPU memory type, you can find that out using gpuz software

Core clock 1150
Core voltage 800mv
Memory clock 2150
Memory voltage 830mv

Some rx580s do not respond well to increasing memory frequencies. When the memory frequency increased to more than 2000 Megahertz, my video card turned off or it caused the entire mining farm to malfunction.
But these video cards work fine after flashing the BIOS.
Start testing with a frequency of 2000 MHz, and then gradually increase the value

Since you are already pulling 30mh I think the card is in order, what mining software are you using? I suggest you should try out Nicehash, you don't need to flash bios if you are getting 30mh at stock, few tweaks will easily net you 32mh, also make sure you activate compute mode in AMD settings
