It is best to pay with stablecoins, for example USDT TRC20, because fees are very low in the Tron ecosystem.
And let your partner cash out money in his country.
In many countries, transfers to citizens from other countries are under stricter control.
Western Union money transfer takes a few minutes, read the rest of the information on their website

AFAIK, they're almost instant.

Depends to the person you'll be sending money. If she or he lives in a country that has a good local wallet exchange, they can register on it and you as well.

Transfers can be instant with whatever crypto they support if the transaction is off chain.

Why use uniswap and the Ethereum ecosystem for transfers, if there are high fees for swap tokens.
It is better to use other cryptocurrencies, where the commission is minimal and transactions are instant. If you do not like the TRON coin, then it is false to use Litecoin or the anonymous Monero coin.
If the transfer amount is several hundred dollars, then there is no way to use the Ethereum ecosystem.

But money orders have to go through the mail, which can take a few days. What are some that use cash like western union that don't require the money to go through the mail?

You should give a try the P2P trading of Binance. Binance P2P is very useful nowadays, especially if you are from a country that got no restrictions on cryptocurrency. Binance P2P got a lot of payment methods, and most of them are instant with almost free from the transaction fees.

I've tested it before and the transfer was almost instant. I only have to wait for a few minutes so that I can track the remittance that I'm about to get.

I have no idea, I don't usually use remittance these days because transferring online is easier with the help of cryptocurrencies.

Can you pay for western union with cash? Then the money is sent to them electronically, right?

Until many people are aware of it and it gets easier to cashout and in in crypto easily, The largest hassle is turning your fiat into crypto and crypto into fiat quickly and in fair rates. Many countries with higher crypto awareness but less influence on global exchangs like myself need to pay much higher to buy crypto which makes cross border transfers costly. But with increased P2P transactions, things would balance out.
